Virtual Payment Program

The State of Rhode Island now offers a Virtual Payment Program through JP Morgan Chase Bank. Under this voluntary program, vendors may enroll to receive all payments from the State of Rhode Island using an electronic virtual credit card number. One benefit for vendors is that the state will reduce their payment cycle from Net30 days to Net15 days for all invoices after enrollment is completed.

If you are already set up as a state supplier or vendor and would like to enroll in the Virtual Payment Program, please complete the webform below. Please do not submit this form if your organization is not currently set up as a Vendor with the State of Rhode Island or if your organization is not able to accept credit card payments.

If you would like to enroll in the Virtual Payment Program, please fill in the fields on the form below. Please note: your organization must already be set up as a vendor with the State of Rhode Island and able to receive credit card payments through your merchant bank. 

Once submitted, you will receive a confirmation email with a reference number.

Frequently Asked Questions

Enrollment in Virtual Card Payments is voluntary.

Acceptance of virtual card payments comes with no additional fees charged by the State or by JP Morgan to vendors who enroll. Merchant banking fees between vendors and their bank for credit card payments will apply.

There are many benefits to accepting virtual card payments, including:

  • Accelerated payments that will help reduce days sales outstanding (DSO).
  • A simplified process that eliminates the cost of processing checks.
  • The ability to reduce administration expenses, account collections and follow-ups.

Virtual card payments do not utilize a physical credit card. For each payment issued, an encrypted card number is provided to vendors electronically.  The vendor uses this card number to submit a transaction in their credit card system.
